The Cell Is Usually Not the Problem

The flow switch is the most common one by a wide margin. It's a small paddle sitting in the return line that tells the board "water is moving, it's safe to energize the cell." That paddle gets stiff with scale, or the wire corrodes at the connector, and the board does exactly what it's designed to do — it refuses to make chlorine. Your pump is running fine. The panel says no flow. Both things are true.

Then there's the salinity sensor. It reads conductivity and temperature and does math to give you a salt number. As it ages, that math drifts. We've tested pools reading 2,600 ppm on the panel that came back at 3,400 ppm on a proper meter. The board sees "low salt," throttles output to protect itself, and you spend the season dumping salt into a pool that never needed it.

Signs You're Dealing With This Right Now

You're working with 240 volts on a live pad, you need a meter, and more importantly you need to know which reading is out of spec — a cell drawing 4.2 amps means one thing at 3,200 ppm and something completely different at 2,700. Guessing at that usually ends with a new part that didn't need replacing.
